Job Description

The City of Vancouver, Washington is currently seeking qualified candidates for the position of Building/Electrical Inspector I, II or III in Development Review Services (DRS) Building and Code Enforcement. This position will perform technical building and electrical inspections, and preliminary plans examining work in enforcing compliance with building codes, regulations, and ordinances. The primary distinction between the levels I, II and II is the level of certifications, experience and assignment of duties.

Development Review Services is a dedicated staff of 75 professionals who are responsible for coordinating all activities dealing with land use and construction projects, environmental permits, planning, zoning, and water and sewer permits. The service area is organized into four work groups - Planning Review, Permits, Building Inspection and Administration.

  • The position of Building/Electrical Inspector is a regular, full-time, non-exempt position and is covered under the provisions of an agreement with the City of Vancouver and Plumbers and Steamfitters Union, Local #290. Regular City employees in this position are required to pay union dues.

 

The candidate for this position must be able to:

  • Inspect industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations;
  • Conduct preliminary examination of plans and specifications of new construction, additions and alterations to residential, commercial and industrial buildings to determine compliance with the provisions of the construction codes, ordinances and regulations;
  • Inspect existing buildings for change of use, occupancy, or compliance with applicable codes and ordinances;
  • Inspect electrical work and a large variety of other complex and routine building system elements;
  • Issue notices to comply on violations; maintain records of history of facts for possible legal actions;
  • Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions;
  • Enter inspection information into the permit tracking system;
  • Maintain files and reports regarding inspection and plan, check activities and findings;
  • Coordinate inspection activities with other City departments and divisions;
  • Perform other duties required to accomplish the objectives of the position.

All City employees are expected to perform their duties in accordance with the City’s Operating Principles; work and act as a team player in interactions with other city employees; and provide a high level of customer service at all times.

The candidate for this position shall have:

  • Education equivalent to the completion of the twelfth grade supplemented by training in the building trades;
  • Possession of a four year Washington State License Journeyman Electrician Certification;
  • Possession of or ability to obtain, an appropriate valid driver’s license;

Level I:

  • Minimum of four years of increasingly responsible experience in electrical installations and/or
  • One year of experience as a Electrical  Inspector within a municipal government;

Level II:

  • Minimum of four years of increasingly responsible experience in electrical installations and/ or
  • One year of experience as an Electrical Inspector within a municipal government;
  • Possession of ICC or IAEI certification as in as an Electrical Inspector.

Level III:

  • Minimum of four years of increasingly responsible experience in electrical installations and/ or
  • Two year of experiences as an Electrical Inspector within a municipal government;
  • Possession of an ICC or IAEI certification as an Electrical Inspector and one other inspection area.

Knowledge of:

  • Building related codes and ordinances enforced by the City, including the International Building, Residential and Mechanical Codes, the National Electrical Code, Uniform Plumbing Code and zoning codes;
  • Complex principles and techniques of building inspection and plans examining work;
  • Principles of structural design and engineering mathematics;
  • Pertinent Federal, State and local laws, codes and regulations;
  • Commercial and residential project construction and major types of building construction, materials and methods;
  • Modern office procedures, methods and computer equipment;
  • Accepted safety standards and methods of building construction for commercial, industrial and residential buildings.

Ability to:

  • Interpret and apply pertinent Federal, State and local laws, codes and regulations;
  • Conduct inspections on and apply code requirements on simple to complex projects at residential and commercial projects;
  • Read and interpret complex building plans, specifications and building codes;
  • Determine if construction systems conform to City Code requirements;
  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices;
  • Advise on standard construction methods and requirements for residential, commercial and industrial buildings;
  • Make mathematical computations rapidly and accurately;
  • Use a personal computer and appropriate computer software;
  • Enforce necessary regulations with firmness and tact;
  • Understand and carry out oral and written directions;
  • Communicate clearly and concisely, both orally and in writing;
  • Work effectively as a team member;
  • Work independently in the absence of supervision;
  • Establish and maintain cooperative working relationships with those contacted in the course of work;
  • Work in inclement weather conditions; travel from site to site; some exposure to dust and noise; some heavy lifting, standing, climbing; may work at heights;
  • Perform duties in a customer oriented manner.
  • The ability to successfully pass employment references;
  • The ability to successfully pass a criminal background check;
  • The ability to successfully pass a city paid medical evaluation;
