Each property owner in the City of Lancaster is responsible for the ongoing maintenance of his or her property and for ensuring that the property meets minimum code standards. At the end of 1997, the Lancaster City Council adopted the 1996 BOCA National Property Maintenance Code, replacing the city’s 1960 Housing Code. Adoption of the national code was a recommendation of the Four-Year Action Plan, 1994-1997, of the city’s comprehensive plan. Since code violations threaten the safety of occupants and impact the quality of life of neighborhoods, ongoing inspection and timely response to complaints is necessary. The City’s housing inspections staff of nine inspectors and three clerical support staff is responsible for the code compliance of approximately 22,500 housing units citywide.

Administration of these regulations focuses on assuring that construction meets or exceeds minimum standards established by the PA Uniform Construction Code (UCC), and that existing buildings are maintained in a safe and sanitary manner.
The UCC Act adopted the 2006 edition of the International Code Series, except for the Zoning, Private Sewage Disposal and Property Maintenance Codes. Lower Allen Township has adopted its own Zoning Code, and the 2006 International Property Maintenance Code. All PA municipalities are governed by the PA Sewage Facilities Act and DEP regulations for private sewage disposal.
Lower Allen Township administration of the PA UCC began on April 13, 2004. Please note that the 2006 International Codes (Building, Residential, Plumbing, Electrical, Mechanical, Fuel Gas, Energy Conservation, Performance, Existing Structures, Urban-Wildland Interface, Fire Prevention and Property Maintenance) contain references to specific editions of performance standards. Only those editions of the referenced standards can be used in PA. For example, the 2006 IBC and IFC specify that sprinkler systems must be installed in accordance with NFPA 13, and the 1999 version of NFPA 13 is listed as the appropriate standard. The more current NFPA 13-2002 cannot be used.

Millcreek Township will begin administering and enforcing the Uniform Construction Code on July 6, 2004. The deadline for Pennsylvania municipalities to take action was July 8, 2004.
The Pennsylvania General Assembly adopted the Pennsylvania Construction Code to establish uniform standards governing construction. The General Assembly has required that municipalities decide either to enforce the UCC or not to enforce the UCC, but the uniform standards apply either way.
The Pennsylvania Construction Code Act and regulations issued by the Department of
Labor & Industry adopt the following codes as the “Uniform Construction Code”:

The Code Enforcement Department consists of the Zoning Officer, Building and Plumbing Inspector, Fire Marshal, and Health Officer and supporting staff. Upper Macungie Township has elected to enforce Pennsylvania's Uniform Construction Code (UCC), the code is adopted from the 2003 Ed. of the International Construction Code (ICC). The Township is currently enforcing the 2006 update to the 2003 Ed. of the International Code. To date, no local amendments have been made. Construction activities not requiring a building permit under UCC guidelines may still require a zoning permit to be obtained from the Township. The following application instructions are applicable for sheds, pools, fences, basements, and decks.
