Electrical Codes
Only the Kansas Fire Prevention Code is mandatory statewide. Local jurisdictions may amend the fire code to make it more stringent. The 2002 NEC was adopted on January 1, 2003, but it pertains statewide only to state-owned buildings.

Licensing: Contractors
With the exception of asbestos abatement and water well drilling, Kansas doesn't license construction contractors at the state level. But you should check for licensing requirements at the local level.
