Electrical Codes
The State of Kentucky is currently using the 2005 National Electrical Code (NEC), which was adopted July 27, 2005. Any electrical installation prior to January 3, 2002 shall be installed and inspected in accordance with the 1999 National Electrical Code (NEC).


Licensing: Electrical Inspectors/Services & Licensing: Contractors
The Department of Public Safety and local fire departments have general authority to inspect for fire hazards and violations of public safety regulations; but there is no statewide inspection requirement for electrical installations. Interiors of occupied private dwellings may be inspected only when a specific hazard or violation is suspected. Cities and counties may inspect all new, altered, or repaired electrical installations. Permits are rquired before installation begins.

Licensing requirements:
NECESSITY, FUNCTION, AND CONFORMITY: KRS 227.489 requires the Executive Director of the Office of Housing, Buildings and Construction to certify electrical inspectors based on standards of the National Electrical Code. This administrative regulation establishes the procedures for achieving and maintaining the certification. This amendment is necessary to establish a minimum number of continuing education hours each inspector shall attend each year and clarify that the use of a temporary sticker is at the discretion of the inspector.

Certified Electrical Inspector — One- and Two-Family

An electrical inspector one (1) and two (2) family shall: be a person who passed the NCPCCI 2A examination and is qualified to perform an electrical inspection and approve an electrical inspection related to a one- or two-family dwelling or manufactured or mobile home.
   
Requirements for Full Certification:

An applicant for full certification as an electrical inspector shall:

(a)Have:

  1. Have at least five (5) years of experience immediately preceding the application in the installation and design of all types of residential, commercial and industrial wiring systems installed in accordance with the National Electrical Code;
  2. Be a registered professional electrical engineer engaged in his profession for at least three (3) years;

(b) Possess:

  1. The ability to read and write the English language; and
  2. A general educational level satisfactory to perform his duties;

(c) Submit a completed Form SFM-EL-1, Application for Electrical Inspectors, which shall be:

  1. Notarized; and
  2. Received by the office at least thirty (30) days prior to the next scheduled Electrical Advisory Committee meeting; and      

(d) Submit with the application:

  1. 1. A fee of $100 dollars in the form of a check or money order payable to the Kentucky State Treasurer; and
  2. Proof of successful completion of the NCPCCI examination for:
          a. Electrical inspector general; or
          b. Electrical inspector one (1) and two (2) family.

Inability to Comply with Required Experience Requirements:
If an applicant is not able to demonstrate compliance with the experience requirements established in subsection (1)(a) of this section, the applicant may request to appear before the Electrical Advisory Committee to establish his background in electrical construction familiarity through other means. The Office of Housing, Buildings and Construction with recommendations from the Electrical Advisory Committee shall: review the documentation; and approve the applicant if it is satisfied that the level of exposure to construction practices is substantially equivalent.

Approval by Electrical Advisory Committee:
Following the review and approval of an applicant's qualifications and examination results by the electrical advisory committee, the office shall issue certification for the appropriate electrical inspector classification and the inspector shall be authorized to conduct inspections as specified in Section 3 of this administrative regulation.

Inactive Status:
A fully-certified inspector shall, upon request, be placed on "inactive" status upon payment of fees and otherwise complying with this administrative regulation, including keeping current with continuing education hours. A person holding an inactive certificate shall not make an electrical inspection while his certificate is in inactive status.

   
CE Requirements: Each certified electrical inspector shall attend at least one (1) continuing education program of a minimum of twelve (12) hours each year. The program shall be approved by the Office of Housing, Buildings and Construction with advice from the Electrical Advisory Committee.
   
Renewal: Inspector's birth month in each succeeding year to maintain certification; Renewal fee: $50
 

Certified Electrical Inspector — General

An electrical inspector general shall: be a person who has passed the NCPCCI 2A examination and is qualified to inspect and approve all types of residential, commercial, industrial, or other properties which requires electrical inspection.
   
Requirements for Full Certification:

Electrical Contractor

In order to contract with the public to perform electrical work. Only licensed electrical contractors may pull electrical permits.
   
Requirements:

Two years verifiable experience as an electrical contractor in Kentucky. 

Proof of $500,000 General liability insurance

Proof of Worker's Compensation insurance

CE Requirements: Continuing education for electrical contractors shall relate to business and employment law, business practices, and safety practices and procedures. Required to have at least six (6) hours
   
Renewal:

Licenses shall be valid for one (1) year and shall be renewed on or before the last day of the licensee's birth month. For electrical contractor licenses issued to corporations, partnerships or business entities without a birth month, the Office of Housing, Buildings and Construction shall issue a renewal month on a rotating basis.

Requires an electrical contractor who is not a licensed master electrician to employ at least one master electrician at all times.

Allows thirty (30) days for an electrical contractor to replace a master electrician who leaves his or her employ before business must be shut down.

 

Master Electrician

Each electrical contractor must employ at least one master electrician. Master electricians are responsible for all electrical work performed under their supervision.
   
Requirements:

Six years verifiable experience as an electrician in Kentucky

Continuing education for master and electrician licensees shall relate to the National Electric Code (NFPA 70) or other electrical codes incorporated into the Kentucky Building Code or the Kentucky Residential Code or to safety practices and procedures.

Electrician

All electrical work must be performed by, or under the supervision of, a licensed electrician or master electrician. In order to work Unsupervised, an electrical worker must be licensed as at least an electrician.
