State Electrical Inspectors
The State of New Hampshire does not regulate electrical inspectors nor has any jurisdiction over the local inspectors. Therefore, the policies and requirements for local inspectors are left to the local jurisdiction. However, the state inspectors routinely assist the local officials. Some municipalities require licensure or certification or both for their inspectors. New Hampshire also has many small towns where the local inspector wears all the hats. They are responsible for electrical, building, plumbing, etc.

The state electrical inspectors must posses a valid master license and have a minimum of five years experience to qualify for the position. Currently, there is no requirement for certification.

Prior to July 1, 2005, the Bureau of Electrical Safety & Licensing office was known as the "Electricians' Licensing Board" and was only administratively attached to the Department of Safety. As a result of legislation submitted by the Board and the State Fire Marshal, on July 1, 2005, the board became a bureau within the Department of Safety and the agency name was changed to the "Bureau of Electrical Safety and Licensing." This bureau is located in the "State Fire Marshals Office" which is a "Division of Fire Safety" which is located in the "Department of Safety."

The Electricians' Licensing Board is still intact and is located within the Bureau. They still act with regard to licensing, but they are overseen by the State Fire Marshal and the ultimately the Commissioner of the Department of Safety.

Licensing requirements:
The State Fire Marshal enforces licensing requirements under the direction of the board, which may revoke or suspend a licencse for gross negligence or incompetency. Non-conformation with the NEC or the NESC shal be prima facie evidence of gross negligence and competency.

Master Electrician
Master electricians may perform electrical installations and employ journeyman electricians. Licenses may be issued to corporations or partnerships provided an officer or partner directly in charge of business affairs has qualified as a licensed master electrician.
 
Requirements:

Must have at least two years service as an apprentice electrician, or At least one of the following:

  • Obtain 576 hours of electrical schooling: 1. Accomplished in blocks of 144 hours per year; or 2. As an associate or higher degree in an electrical curriculum; or
  • Have 10 years of experience as a journeyman or master electrician licensed as required in another jurisdiction; or
  • Have taken the journeyman or master exam in NH previously

The board shall give credit for school time, not to exceed 2000 hours, towards the practical experience requirement for completion of prescribed courses in electrical installations at the following schools:

  • (1) All N.H. community technical colleges;
  • (2) N.H. Technical Institute, Concord;
  • (3) National Joint Apprenticeship Schools run by the International Brotherhood of Electrical Workers and the National Electrical Contractors' Association; and
  • (4) Vocational training schools approved by the NH department of education.

Each applicant for licensure as a master electrician as defined by RSA 319-C:2, V, shall pass the journeyman examination and shall obtain 2000 hours of experience as a journeyman in performing electrical installations as defined in RSA 319-C:2, III, prior to being examined.

Journeyman Electrician
A journeyman electrician is defined as a person installing electrical equipment in the employ of a master electrician.
 
Requirements:

Must have at least two years service as an apprentice electrician, or At least one of the following:

Apprentice
A journeyman electrician is defined as a person installing electrical equipment in the employ of a master electrician.
 
Requirements:

All apprentice electricians shall be employed by a master electrician and shall obtain identification cards issued by the board. Apprentice electrician identification cards shall be valid for a period of 12 months.

Apprentice applicants shall possess a high school diploma or equivalent. The diploma requirement shall be waived if the applicant is a registered student in a "youth apprenticeship program for high school students" recognized and approved by the board.

Apprentices shall satisfactorily complete a minimum of 144 hours of electrical schooling in an approved training course, as referenced in Elec 302.01, during each 12 month period that the apprentice identification card is valid.

Upon receipt of certificate, transcript, or official letter of enrollment in or completion of electrical schooling, as referenced in Elec 302.02( c) an identification card shall be issued for another 12 months.

Apprentice Identification Card: $15

     
CE Requirements: Commencing January 1, 2003, any apprentice with a current NH apprentice ID card who has completed the schooling requirements pursuant to Elec 302.01(a)(2) but has not achieved a journeyman electrician license before the fifth renewal of the apprentice ID card shall successfully complete 30 hours of classroom instruction as specified in Elec 403.02(b)(1) each year before the ID card shall be renewed.
