Electrical Codes
The New Jersey Department of Community Affairs, Division Of Codes and Standards adopted the 2005 NEC with 20 amendments, effective May 1, 2006.


Licensing: Electrical Inspectors/Services
Electrical installations are inspected for conformance by the Department of Community Affairs (DCA). Any municipality or group of municipalities may appoint their own DCA-certified inspector, or may engaged a private inspection agency approved by DCA.

Licensing requirements:
Types of Code Enforcement Licenses
There are two major categories of code enforcement licenses: TECHNICAL and ADMINISTRATIVE

TECHNICAL LICENSES are subdivided into five subcode areas, and two technical specialty areas: Building Subcode area; Fire Protection Subcode area; Electrical Subcode area; Plumbing Subcode area; and Elevator Subcode area.

Electrical Inspector-ICS license
Experience Requirements:

1. Five years of experience in construction, design or supervision as a journeyman in a skilled trade currently regulated by the electrical subcode; or

2. Five years of experience as a construction contractor in a field of construction currently regulated by the electrical subcode; or

3. Five years of experience as an Electrical Inspector.

Note: The above three categories of experience may be combined to add up to the required total of five years; or

4. Possession of an associate's degree from an accredited institution of higher education, in code enforcement, and two years of subsequent experience in the construction, design, inspection or supervision of construction work currently regulated by the electrical subcode; or

5. Graduation from an accredited institution of higher education with a bachelor's degree in architecture or architectural technology, or in engineering or engineering technology, or in any other major area of study significantly related to building construction, and one year of subsequent experience in the construction, design, inspection or supervision of construction work currently regulated by the electrical subcode; or

6. Possession of a current New Jersey license to practice as an architect or engineer at the time of application.

 
 
   
Education Requirements:

Successful completion of the Electrical Inspector-ICS approved course. NOTE: See Section III, # 7, and also, the exception to this requirement, at the top of page 8.

EXCEPTION: Persons possessing a bachelor's degree in architecture or architectural technology, or in engineering or engineering technology, or in any other major area of study directly related to building construction, or who possess a current New Jersey license/registration to practice as an engineer/architect are exempted from the educational program requirements for the Electrical Inspector-ICS and HHS licenses.

   
Test Requirements: Successful completion of test modules 2A and 2B of the NCPCCI examinations or ICC examinations E1 and E2. NOTE: See Section III, # 8.

Electrical Inspector-HHS license
Experience Requirements:

1. Seven years of experience in construction, design or supervision as a journeyman in a skilled trade currently regulated by the electrical subcode; or

2. Seven years of experience as a construction contractor in a field of construction currently regulated by the electrical subcode; or

3. Seven years of experience as an Electrical Inspector.

Note: The above three categories of experience may be combined to add up to the required total of five years; or

4. Possession of an associate's degree from an accredited institution of higher education, in code enforcement, and three years of subsequent experience in the construction, design, inspection or supervision of construction work currently regulated by the electrical subcode; or

5. Graduation from an accredited institution of higher education with a bachelor's degree in architecture or architectural technology, or in engineering or engineering technology, or in any other major area of study significantly related to building construction and two years of subsequent experience in the construction, design, inspection or supervision of construction work currently regulated by the electrical subcode; or

6. Possession of a current New Jersey license to practice as an architect or engineer at the time of application.

CE Requirements
N.J.A.C. 5:23- 5.21(d)1.i., Uniform Construction Code requires 15 hours of continuing education in a three year period for license renewal.

Licensing requirements:

Electrical Contractor
Requirements:

Is over the age of 21 years;

Holds a high school diploma or equivalency certificate; and

Has had, immediately preceding the submission of the application, at least five years of hands-on experience working with tools in the installation, alteration, or repair of wiring for electric light, heat or power, which work shall have been done in compliance with the National Electrical Code. “Practical hands-on experience” shall not include time spent in supervising, engaging in the practice of engineering, estimating and performing other managerial tasks. In the alternative, the applicant may satisfy the practical hands-on experience requirement by having:

i. Completed a four-year apprenticeship program approved by both a Federal agency and a Federally certified State agency and at least one year of practical hands-on experience as defined in (a)3 above. A certificate of completion issued by the apprenticeship program and a certification by an employer regarding the additional year of practical hands-on experience shall be submitted with the application for the electrical contractor’s examination; or

ii. Satisfied the definition of a qualified journeyman electrician as set forth in N.J.A.C. 13:31-1.2 and completed at least one year of practical hands-on experience as defined in (a)3 above. The applicant shall submit proof of having satisfied the definition of a qualified journeyman electrician in N.J.A.C. 13:31-1.2 and a certification by an employer regarding the additional year of practical hands-on experience; or

iii. Earned a bachelor’s degree in electrical engineering and completed two years of practical hands-on experience as defined in (a)3 above. The applicant shall submit a copy of his or her diploma and a certification by an employer regarding the additional two years of practical hands-on experience; or

iv. Worked in the field of electrical contracting for a least five years immediately preceding the date of application. The applicant shall submit a certification by an employer establishing that the applicant has at least five years of practical handson experience as defined in (a)3 above.

CE Requirements:

Prior to renewing his/her license (every three years), a licensee must complete a total of 34 hours of continuing education which includes 9 hours of Code and 1 hour of law*, as is currently required, and an additional 24 hours of board approved, trade related courses/seminars

 
Renewal:

Triennial; Renewal fee: $75

 

 

CE Requirements
Prior to renewing the license in 2006, a licensee must complete 34 hours of continuing education which includes 10 hours of Code and Law, as is currently required, and 24 additional hours of 10 trade related courses which have been approved by the board of examiners of electrical contractors.

A total of 34 continuing education hours will be required for a licensee's renewal in 2006 which means a licensee should complete this requirement prior to renewal (during the 2003-2006 Licensee Period.)
